Simple version - tanks have a higher defense/resistance cap.

Tanks have higher base and capped values for Defense/resistance (although defense softcap for everyone is 45%)
Scrappers have higher base and cap for damage. Plus crits.

What is the difference between the Elec/Sheild tanker and scrapper? looking at the stats, I can see none worth worrying about, but I'm asking just in the case there is something I didn't see or don't know to look for.
