Only 2 character transfers?

They get replaced 7 days after you use each. I used 2 the first day, 2 on Wednesday, and the other 2 on the weekend last week, I got 2 back Tuesday afternoon, 2 more early yesterday evening, and will get the other 2 back this weekend, it looks like, for example.
"I wish my life was a non-stop Hollywood movie show,
A fantasy world of celluloid villains and heroes."
If i didn't misread something i thought we would get 6 character transfers every week, no? For some reason i got only 2 instead of 6, my friend got 5 etc. Any idea why?
