Mid's and Phalanx Fighting: A Question

I was looking at an IO build for a SS/Shield Brute today and was trying to squeeze some more AoE defense into it. Phalanx Fighting in this build is Single Slotted with one LotG Recharge IO. I added 2 more slots to it, and placed generic Defense IO's in the ***, but, none of my defense values Changed, not AoE, Ranged, or Melee. Is this an error, or am I missing something?

Pretty sure the def you slot into it goes towards the +def for each ally near you.

Adding defense IOs to Phalanx Fighting only increases the defense bonus it grants when you are near allies. It does not boost the static defense bonus from the power that is always on.
