Number of mobs and rooms
I'm 90% sure it was a coincidence.
Spawn points in fewer/smaller rooms could be closer together lending to the illusion that mobs are much larger than normal (even adjusted), as well.
I *think* the number of rooms is determined by the level of the mission - lower level ones have fewer rooms than higher ones.
I also *think* that's independent of the number of mobs, which is governed by the setting you mention or the number of actual toons in the party, whichever is higher.

In general, and definitely for older missions, I would say coincidence.
The things, the two missions I ran (solo) with lots of mobs together also consisted of very, very few rooms to complete the objective.
Was that just a coincidence or is does there a relationship between how many mobs are encountered in an any one group and the overall lenght of the mission? |
For new content, the devs have steadily implemented more flexibility and control in their designs. I would not be surprised if they have the ABILITY to do this, but so far have not seen any evidence of it.

The other day I accidentally changed my mission settings at the Field Analyst resulting in a very large number of mobs in reach room. For a while I was puzzled and I was left wondering whether it was because I had just levelled up or stated a new story arc.
Eventually I figured it out. That is not my question.
