The only thing I can come up with is this:
Are you currently in Strike Force mode? If you are doing Ororbouros or Architect missions, you could be forcibly set below the level where your Patron Powers are usable.
On the other hand, I can't imagine why they wouldn't be available on a respec. Do you still have the badge from completing the Patron arc? If not, you should contact CS and see about getting the badge restored. The Patron badge is what unlocks Patron Power Pools for Villains.

Sparks & Steel (level 5-20 Heroic arc)

So you want to join the Skulls? (level 1-14 Villainous arc)
Are you somehow exemplared down to where you don't have them, or on an Ouroboros arc with the option to disable non-AT powers set or something? Because otherwise, no, there's nothing that should do that. I also can't explain why your patron pool wouldn't be available if you already had one.

If you have this badge, Spider's Kiss (look under Accolades in the Badge Window), then that's proof you did the arc and should have access to Patron Pool Powers. If you respec, you should then be able to chose any Patron Pool besides GW's.
Either way, exit the game and delete the file checksum.coh from the CoH directory. Reboot. Enter the game and let the updater verify all files.
Now, if you have Spider's Kiss and no Patron Pool access, then send an in-game /petition and let costumer service fix your toon.
If you don't have Spider's Kiss, then attempt to get a Patron Arc mission from GW and see what happens. You may have to speak to Arbiter Rein again. If she gives you the first arc (this one), then you are mistaken and never did that arc to open up the Patron Pool (are you sure you're on the right toon on the right server? I've been known to mistaken what my toon did on the Live server from what a copy of my toon did on the Test server.), or, that Badge went bye-bye.
If it's the case the Badge disappeared on you, you can /petition to get it back, or, simply run the arc again.

I had this issue a few years back. All of my badges vanished, Then came back (all but my Accolades). Didnt notice till I tried to respec and Patron option was gone.
It took a few days to get fixed. Did you finish your respec or back out? The only way I proved that I should have the badge was having the Patron powers.
Hey guys (and gals)... thanks for all of the info. I havent logged this toon in a long while, and have actually never done an SF with him. I have not done any of the architect mishes either. I will check for the badge and petition if need be, as well as delete the checksum file, and let you all know how it turns out. Thanks again for all of the info!
