Conversion for defense and - to hit debuff. Need help understanding specifics

How much does to hit debuff translate into defense or can it be thought of in that matter?

Example 1 : Rise to the Challenge Scrapper version. No to hit debuffs enhancements in it. Surrounded by 8 minions (equal level - assuming it does not matter). The to hit debuff for each individual is the same or does it add up in some way like the regen power?

Also, in a dream build, how would you slot RttC.

Example 2: D4 defender. Application of TT + Nightfall. All 8 minions take get hit.
In a dream build, how would you slot TT and Nightfall?

For above examples, I am not asking if you would slot with to hit debuffs, I just want to see what an unlimited influence build would post in those powers.

So my own personal issue is I have played a lot of defense based toons, so I have gotten used to the idea that softcapping for defense makes you pretty damn God-ly, but I was wondering if it was possible to quantify the -to hit debuffs in terms of defense . Basically is their a -to hit debuff that floors the accuracy to the level of a soft-capped character.

ToHit DeBuffs fall directly into the "did I hit" calculation.

(Base ToHit - any ToHit DeBuffs + any ToHit Buffs - Opponent's Defense) (capped at 5%/95%) * Total Accuracy Modifier (capped again at 5%/95%)

The only real difference between applying a ToHit DeBuff and having Defense
is
1) ToHit DeBuffs may or may not be resisted by the mob, altering it's final effect

2) The THDB may or may not be harder to apply to the mob (Rise to the Challenge won't apply the debuff against mobs that aren't in range of it, etc)

EDIT: that formula might not be 100% correct ever since the re-balance to defense that went on a while ago (I'm doing it from memory and my memory has big gaping holes in it), but I think it's reasonably close. Check the big "how defense works" threads from Arcanaville for completely accurate info if I'm off on the formula here.

ToHit debuff translates directly into defense. One point of effective toHit debuff is identical to one point of defense.

However...foes can resist toHit debuffs. First, foes resist debuffs based on level due to the so called "purple patch". A +2 mob reduces your debuffs to 80% of their listed value. Also, to reduce the degree to which stacked toHit debuffs could trivialize encounters, LTs and bosses have progressively higher additional resistances to toHit debuffs. Finally, AVs and GMs have very extreme resistance to a whole category of debuffs which include toHit.

So every point of -toHit that you can actually achieve on your foes is the same as one point of defense. But because foes resist debuffs, this is you almost never can convert the listed debuffs on your powers as the debuff you can actually achieve, and the actual value you get is highly conditional.
