Sort of. Gravity Well, Essence Drain, Orbiting Death, Sunless Mire, Eclipse and Inky Aspect are all melee range powers. The rest is ranged. While melee is my main gig, and I do have a level 50 human-only warshade, I tend to bounce in and out of melee often.
Especially after getting your fluffies up and running.
But you could certainly add power pool melee attacks if you like. Sadly, the one that's actually worthwhile is blocked from you since Khels don't have access to the flight power pool.

Scrapper-style gameplay with a human-only Warshade (no "darting in and out of combat" required)
...try not to fall asleep to the trance music (OceanLab)... Was just what I happened to have playing at the time I did that iTF, and I didn't realize that Fraps was also recording the music I was listening to... Oops!

Well, after playing CoX since '05 and having multiple 50's I finally want to run a Warshade =]
I was just wondering though, is it possible to get a Human-Form Warshade to have a "Close-To-Scrapper" kind of build? Close range, up close and personal kind of tactics. If not, its totally cool, I just seem to have favored the Scrapper playstyle in my four years of playing.
