Allow to buy recipes with AE tickets
One minor point you should address
Certian recipes (Pool A rares) are in BOTH the Bronze and Silver pools.

And IF they ever allow you to buy specific recipes with tickets, they'll cost a lot more than twice the price of a random roll. If memory serves, the cheapest IO recipe you can buy with reward merits costs 100 merits, which is five times the cost of a random roll. Thus a pool C recipe (the pool in which your coveted Regenerative Tissue: +Regen recipe falls) would cost a minimum of 15,000 tickets... which far exceeds the personal ticket cap.
I know you covered the ticket cap and everything, but your proposed method would yet again unbalance the market and would allow for faster rewards than can be earned through standard content. Everything in the MA would become farms (again) for tickets and the devs would have no choice but to nerf the bejeezus out of it (again), which would in turn bring up the "I didn't know I was exploiting the system/devs hate us and don't want us to have fun" debates (again) and then I'd want to headbutt everybody (again). Please think of my poor skull--it can't handle that many headbutts!

Right now, with random rolls, getting those very high-end Gold recipes on average will cost around 25,000 tickets. I can usually get that KB recipe with about 2500 tickets, albeit with some other nice swag on the way. Also, I believe you need 150 merits to get that recipe, so it isn't too equal.
It's a good idea, and I think if the ticket cap was raised it would be perfectly reasonable - especially since players have already begin valuing tickets and merits, so I'm sure a rather equitable formula could be done for all the recipes.
Another minor issue with the example given and I should have addressed.
The Regen tissue +regen is a proc120s type (as is the Numi unique). As long as the power it is slotted in is available and used (obviously best in a auto or tuggle power) the level doesn't matter.
The general issue of desiring globals at a low level is noted, but in the specific cases cited by the OP, the level doesn't actually matter when exemping.

At this time at the AE, you can only roll for a random recipe and while you have some very limited choices Bronze, Silver and Gold in which each choice has a set of recipies you could obtain, its not quite upto par with what one would like to receive. For example, I want to get a Regenerative Tissue: +Regen, being level 50, when and if I ever get it will be level 30. Considering that the merit system does allow me to buy any recipe I want at the level I want for a higher cost than a random roll; why not have this capability for the ticket system?
