In any real sense of the word, they really aren't "real" salvage, but they are displayed as if they were. Perhaps you're thinking the tailor discount coupons you are seeing are related to your toon's Veteran rewards ("free tailor tokens")? If so, they're not. The coupons you see in your "Salvage" window are strictly related to the tailor Day Job badge (only).
You cannot trade or sell it -- similar to AE Tickets, or Reward Merits.

Note that you don't have to earn the entire DJ badge to start accruing some of its benefits (for instance, I leave a toon logged out in Icon for awhile, and when I log in I have some hours built up toward the badge as well as a coupon or two in my salvage inventory).
