The kilt is a veteran reward and is not available until your account has been active for 9 months.
The snowball is a temporary power associated with the Winter Event. The event was tested one day this week so people were able to get the power early. You will have the chance to get it, as a random present or by buying it in the Ski Chalet, once the event starts (my guess is Monday the 14th).

Snowballs can be had via the winter event, which was "previewed" on live for a bit, and will be back again. You can get them by presents, by someone's mystery gift, or (I believe) turning in candy canes.
But under male you won't see kilts and shorts until you either buy Valkyrie, do ITF, or hit 9 mo. Otherwise there's nothing to be there.
