1 - They will stack because they do count as seperate casters
2 - Once on casting, then once every 10 seconds until the power ends
3 - Procs on everything, but the damage is so low I don't think it is worth the slot, let the thugs bring the pain
4 - Scorpion Shield if you are using IO's to increase the defence it provides because you can softcap S/L easier. I wouldn't pick the -KB in Electric Fences because by the time you have reached 41 I would hope you have learned to use the KB in /Storm effectively and shouldn't need to negate it.

Thanks for the quick replys, this info will help me alot in my final build. I must say though, Thugs/Storm is incredibly strong yet challenging at the same time. I highly suggest it for anybody looking for a mastermind with an active playstyle.
I have been leveling a Thugs/Storm and it's been a blast so far (even though the guys I reguarly run with hate it sometimes
). I had a few questions concerning procs from IO's though.
1) Is the achilles heel -res proc worth slotting into both Freezing Rain and my enforcers? I know the effect doesn't stack from the same caster but I wasn't sure if my enforcer was considered a different caster or not since I own him.
2) How often do procs have a chance to proc in Freezing Rain? I'm guessing it's every 10 seconds since having a chance to proc on every tick of damage would be kind OP.
3) Is it worth slotting Impeded Swiftness: Chance for Smashing into Snow Storm? Will it have a chance to proc every 10 seconds on the anchor only or will it have a chance to proc on everything being hit by the snow storm?
4) Would it be more beneficial Electrifying Fences for the -knockback or taking Mace Mastery for the Scorpion Shield?
