As long as you are above the minimum level for that particular Mayhem/Safeguard mission, you will get the bonus upon mission completion. Exemping down means you will get it. SKing up means you have to be in that mission's level range, or else you will not get the bonus.
Also, keep in mind that you can only get each mission bonus once per character.

you can only get bank mission temp power onces, but you can get the side miss temp power more then once if you don't already have the stolen smg i think it is
Say I take a level 50 and exemp down to a level 20 team and do a bank mission with them will I get the corresponding temp power?
