Personally, I'd hold off on RPD a little longer and replace it with an attack.

Attack slotting I lean towards acc, then either dmg/end redux. (usually end redux for me, but either can be argued for) 3rd slot will be the the dmg or end redux I didn't use in slot two. 4th slot is recharge. For me I find that it creates a nice balance for my attacks. YMMV

New Dawn's recommendations will certainly help your current build.

Check out Call Me Awesome's guide for Invuls : http://boards.cityofheroes.com/showthread.php?t=126983

It has some great suggestions for survivability and slotting. And I agree with Rangle, I put off RPD on most of my Invulns until much later.

I'd get rid of Fire Sword (or Combustion, depending on if you want AoE or ST damage at the moment) and RPD. Slot up Scorch (add a recharge if you can) and take Boxing or Kick, and Toughness. This will put your Smash/Lethal Resistance up to about 75%. You can then add RPD in later which will soft cap it.

Add a slot to Boxing if you take it and two choices from either Stupefy or Razzle Dazzle for some End Recovery.

With Invincibility (surrounded by 10 mobs), Tough Hide and Weave you'll just have 6% (through IO sets) to get to the magic 45% Smash Lethal Defense, of course you'll notice you're not getting hit much at 39%...but it's your choice at that point.

You could give Weave a miss and take an additional attack or another Primary Power and rely on IO sets to get you closer to the magic 45% Smash/Lethal Defense, depending on you budget/resources.

I would have lvled with combustion starting at lvl 6. It's a great lowbie AOE for soloing and aggro control. It really is just too good for the first 25 lvls to pass up. You don't need Hasten. Fire Sword...meh its a pass. You will do better with surounding yourself with 6 mobs and AOEing them down with combustion. When I lvl tanks, I have a plan for the first 25-35 lvls, and then I will respec into something for the last 15 lvls. I would try and get tough by lvl 22 -24 range; tough will make a BIG difference for when you side kick back down for TFs all the way to 50.

Personally I would not take a travel power. I would go to PI and buy a raptor pack. Move Boxing up early as another attack in the chain. Forget Speed or fly pools.
