Do -res powers up proc damage?
Yes, as with all damage, the proc will deal more because your enemy is debuffed.
However, procs are unaffected by damage buffs. So if you eat a red inspiration and then use a proc attack the damage will be the same. Likewise, the damage of the proc will be unaffected by a damage debuff (this makes them an especially popular way to deal with the -damage crash from rage).

Hmm.. that's good to know. I was always under the impression it was a static value, but I suppose that makes sense.

Well, if it has a damage type, it would almost have to have a resistance check. All damage types do is activate typed defense and typed resistance, and procs ignore defense since they don't go off if the slotted power doesn't hit, I'm pretty sure.
TEH WERDZ ON SKREEN HURTZ MI BRANE!
Just a quick question I had with my cold def. If I drop sleet then hit with a proc'd attack (tentacles, night fall, etc.), will procs that trigger do more damage because of the -res or is it a static value. Thanks.
