I've always been a blaster fan, and my fave blaster (blapper fairly) can usually melee elite bosses. Since I was pretending to be a scrapper I figured I'd make my first. Now that he's lvl 50 and slotted out, I'd like some advice from you scrapper masters.
He's not soft-capped on defense but has an amazing regen rate (+1700% with [Instant Healing] engaged). I'd like to tweak him for pvp. Here's the build; advice? EDIT--few notes. During the respec I took Super Jump much earlier
and have considered dropping [Focused Accuracy] in favor or [Web Grenade].

A few points:

You don't need Stamina that early at all, I push it back to 30 at the earliest on my Regens.

Numina's unique should go in a passive, if you go a while without clicking Reconstruction you lose the bonus. I would suggest that both the Miracle and Numina's Uniques be placed in Health, along with the Regenerative Tissue Unique.

Integration is your mez protection, take it at 16 when it becomes available. You can avoid mez a lot easier with a blaster, with a scrapper you will want that ASAP.

Using set bonuses will increase your regen rate even more, as will focusing on Max HP bonuses. The more HP you have, the better your regen will be.

If you're going to use purples, go all the way and use 5 in each power you have them in, the 10% recharge bonus is very nice, and will help a Regen quite a bit as it will bring the heals back faster.

Most people would actually make +recharge bonuses a priority when making a regen build (or just enough +recharge for perma-DP).

Yeah I made recharge a huge part of my build. It's heal over time rather than having a big heal that interested me. Sometimes it pays to ask yourself "Am I chasing a bonus that's worth having?".

Now for PvP you're going to want max recharge to keep your click heals up and as much resistance you can get. With a proliferation of To Hit Buffs most of the time you can hit through a lot of defense.
