Jacob's Ladder vs. Havoc Punch on SD/Elec

My scrapper skipped Havoc Punch and feels no need to have it. It isn't like you are going to be hurting for AoE without this.

Yep, Jacob's Ladder has a slower rech than Havoc Punch, slower animation (1.67s vs 1.5s). However, JL still has a higher DPA (and end cost) than HP.
