Dominate vs Electric Fence and slotting on Cold/Sonic

Hi guys, I know there have been a few posts recently about Sonic attacks chains, and I have very almost come to a decision about my final power choices on my Cold/Sonic. I will primarily being doing ITFs/STFs with this toon, and I am looking to pump out some respectable single target against the AVs to help my team.

My attack chain will hopefully look something like this.

Shriek ---> Scream ---> Shriek ----> (Dominate OR Electric Fence)

I will have ~50% global recharge and I don't mind gaps in this chain as I can just spam Howl.

So my main question is which attack would be better DPS here. I could put the Hold purple chance for Smashing Damage in Dominate which would help nicely, but with the Electric Fence, the recharge would be less than four seconds and I could use the Trap of the Hunter damage proc and possibly the PvP ranged damage Chance for Toxic proc.

Furthermore, does anyone know whereabouts the Apocalypse damage proc would work best? Would I be correct in thinking Shriek is my best option for it?

Apo would be best in Shriek, since it'll be fired twice as often as anywhere else.

As for Dominate vs Electric Fence, they both do the same damage and have the same cast time (EF is slightly longer, but once you factor for ArcanaTime, they're the same at 1.32 seconds). Thus the only difference is in the Hold vs Immob and the Recharge. Dominate is better for damage than EF once you factor procs, since Immobs only have one while Holds have two regular and one purple damage proc. But to get a chain going with Dominate you'll need perma-Hasten, while EF is fine on its own.

Oh, and EF will let you immob AVs no problem, while Dominate will only Hold them while the triangles are down.

So, to sum up, Dominate will do more damage, theoretically, but it takes a lot of work (and global recharge) to get there.

Also of note is that dominate has no positional vector, so it often hits through high defense/god mode enemies.

Depends, how long do you usually continually attack before needing to throw out a primary power and restarting the chain? As mentioned earlier in the thread, dominate would be better damage since it's psychic damage and can't be defended against by most tier 9s, but electric fence is easier to put in a chain.

Go with Dominate.

I did with my Rad/Sonic and never looked back.

Thanks for the replies guys. I think the immob would be nice for Rommy but I should eventually have about ~70% recharge in the build so leaning towards Dominate.

Any other opinions/advantages to each power? Optimal slotting for Dominate? (When going for damage )

On my storm/energy I did acc/dam Hami, dam/rech devastation, dam/rech and dam/end/rech from thunderstrike, then two damage procs. It has horrible end reduction, but it maxes out damage and has 72% recharge.
