Enhancements are specific to some powers and some are universal to all. Basically click and hold on an enhancement in your tray and if it is usable in a power the power will not be grayed out.
Also if the level of the enhancement is in the red that means it is unusable because it is to low or high to your current level.
There is more to it than this but just wanted to give the quick and dirty of it...

if so you can only level upto level 14. and i don't know if you get limited to level 14 for slot your toon
