It's not. The game puts a hard cap on travel speeds. Running cap is 92.5mph. You cannot run faster than that, even if your combat data says you are. You are "capped".

I don't like when mobs are given powers that totally nurfs an AT all together, for example in Cimerora when the Romans roar, the area affect each other and become immune to all Status Effects and Debuffs. Somehow I think the developers chose to arbitrarely pick on the support ATs by denying them their main survivability powers, its so wrong...

1. What does this have to do with caps?

2. Shout of Command is status protection only. Cimerorans have no debuff protection or resistance.

My Widow is a Widow and not a Fortunata. She uses claw attacks. I have a very fast and fluid attack chain with just 4 ST claw attacks, and if I want AoE, I have high enough recharge that I can alternate Spin and Dart Burst. Any of the psi attacks available (of which there are only two) to a Night Widow would have a longer activation time, recharge, cost more endurance, and do less damage. So no, she's not loaded to the gills with psi damage. In fact, she has none at all, because outside of that one specific instance, there's no reason for me to use psi unless I want to dramatically reduce my DPS.
