I've got mine frankenslotted with a mixture of Acc/Tohit debuff and hold durations atm. Thinking about upgrading at 42 though.

Global recharge bumps from set bonuses still effect you, though. Mine's slotted with four from Dark Watcher's Despair (To Hit Debuff, To Hit Debuff/Rech/End, To Hit Debuff/End, Chance for Recharge Slow proc), a single 50 Accuracy IO and a 50 Hold IO. Seems to work pretty well.
