I too could do with an answer on this - deleted four of my alts to make bew ones and found those slots were unavailable. No new characters!!
Please sort this as we are starting an evil demon group soon and I will not be able to participate without a new alt.

Major Store Unused and Unassigned Slots Vanishing, Prior to i16 allocated but unused slots were available when the store was down, dunno what's happened since... Oh there goes two of the EU Servers.
