IO set bonuses... how do they work?

I have gotten alot of contradictory info regarding the way set bonuses work. I tried searching for the info but couldn't find anything recent.

What I'm asking for is:

Do the set bonuses work all the time... assuming you are not exemped or anything? ie; if it's in a click power do you have to click the power to get the bonus?

I would assume that if it's a passive then yes or a toggle then yes as long as the toggle is on.

I'm asking because I have asked for feedback on builds in the past and I see people offering build help with powers that nobody uses in an attack chain just for the set bonus so I of course got curious and asked one time, the response I got was you don't even need to use the power. I thought this wasn't the case... to get the bonus the click power has to be used.

Anything you guys and girls in the community can provide to clear this up for me would be greatly appreciated.

So if I'm reading correct the bonuses are there all the time? The only ones that need you to click the power or slot in an auto/passive are the ones that have a "chance for" attached? That's pretty cool. Been playin a long time and never knew that... you really do learn something new everyday.

Which is why a lot of folks slot some of those "chance" procs into toggles if possible... Every time a toggle "refreshes" (usually 10 seconds) that proc will "have a chance" to fire.

Stealth IO's are not exactly "chance" procs, but putting them into your sprint, hover, or combat jumping toggles will give you near perma stealth. Every time that toggle "refreshes" that stealth IO will fire, giving 120 seconds (?) of stealth. Even when you turn the toggle off, you'll still have that last round of 120 seconds before it wears off.

There are two types of Special IOs that work by themselves outside of being part of a Set. They have been dubbed 'Global IOs' and 'Procs'.

Global IOs work exactly like Set Bonuses. Think of them as a Set of One to get the bonus. The power does not have to be activated to get this bonus, just like Set Bonuses.

Procs (esp. the 'chance for' one you mention) only go off if they power they're in is activated.
