Targeting the civilians is *very* useful at times - such as with Kinetics corruptors, Dark Miasma users (the heal, the rez,) /Psy dominators (Drain Psyche) and more.
Have them no longer tab-targetable, but targetable by click, like the bank's vault door?
In the meantime, try this:
/Macro MayH "CustomTargetNext Longbow$$Customtargetnext PPD$$customtargetnext Security"
(You can edit the macro as needed by right-clicking on it, unlike a bind) 
Fix the targeting the citizens? I mean you cant kill them and auto targeting them gets annoying.
And this was also found in a bank mish
The name was originally Longbow Warden but after the team get wiped/went to jail and came back it was "Scrapper"
