It would be a lot more helpful if we knew what powerset combo you are using. Also siphon speed doesn't take "hold IOs". Not sure what you are getting mixed up.
Assuming you are a kin (given talk of siphon speed) you can get so close to perma hasten even without IO bonuses, simply have maxed recharge in both hasten and siphon speed and multiple stacked siphon speed.
Besides the accomplishment why the desire to perma hasten anyway? Sure its a nice acheivement, but the few seconds out of hasten even on most builds doesn't signal the difference between a bad build and a good one. It's nice but far from necessary and I wouldn't want to sacrifice a build just to get it. You say your happy with your current build, go out and enjoy it.

Standard slotting gives 95% recharge, reducing that to 110% global, which is expensive but not in the 8 billion range. 6 level 50 IOs will give, I think, 113% recharge in hasten, reducing the global recharge level needed to 92%, a fair investement for saving 18%.
Though, if you do have 178% recharge from global + enhancements, you'll have about 12 seconds downtime in hasten. I don't know how much that'd really bother you.
I've got a kin/nrg with global recharge of 157.5% with 6 slotted hasten.. the down time is about a half second.

The total recharge required to have exact perma-hasten is 275%,which puts the recharge at an exact 120 seconds.(450/3.75=120)
minus the 70% from hasten itself, that leaves 205%
If you go the average route of 3 Level 50 Recharge SOs in hasten(~95% recharge) that leaves 110% from other sources(either buffs or set bonuses). Siphon Speed for example gives 20% for 60 seconds per hit
An example for kins:
6 level 50 recharge IOs(~118% recharge) and triple stacked Siphon Speed(60% recharge) adds up to 248% recharge, leaving you to need 27% global(easy enough)

Admitably there are far less expensive ways to get 27% global than 2 purples sets and a LotG, but it's just an example. 
You never did answer the earlier question of what your build is. If you post your primary/secondary and preferred pool powers it would be much easier for us to make recommendations on how to reach the perma hasten level of recharge. We may even be able to post a mids build laying out exactly how to do so for you. I'm assuming one of your sets is kinetics unless you were just randomly inquiring about siphon speed. Also, post a rough estimate of your overall budget for that toon as the builds we make may be too expensive for you otherwise.
