Why is my base still working?
Is it possible you have other things in your base consuming Control besides the teleporters that might have stopped working? That's the only thing I can think of. Slow fields, etc.
It doesn't shut down everything at once if you go over the limits, it shuts down one device a a time.
Beyond that, I dunno.

Each Telepad uses 25 Control, each Beacon uses 5 Control. I have 4 Telepad/Beacon combos so 4 * 35 = 140. And the tooltip says I am producing 100 and consuming 140 Control, so that all checks out.
When I hold my mouse cursor over each Telepad, I see a Red Bar (representing Energy) and a Blue Bar (representing Control). All four Telepads are fully Energized and fully Controlled.
However, when I hold my cursor over each Beacon, I only see a Red Bar, the Blue Bar is blacked out. All 8 of my Beacons are fully Energized, but none of them are Controlled.
So, it appears that my Telepads are working, even though the attached Beacons are Uncontrolled.
I just wonder how long it will last. I have a feeling that they may cease working after next maintenance.

So you have your answer, sorta - the beacons are technically non-functional, but the telepads don't care.
It's possible that there simply isn't a system in place for one device to stop operating based on a different device's status.
In which case, I suspect that it will stay this way unless something compelling causes the Devs to NEED to add such code in. It's extra work, and the sort of thing that wouldn't be bothered with unless they have a good reason to mess with it.

This isn't really a problem; I'm just wondering what's going on
I've got a small SG base with:
1000 Energy produced and 350 consumed
100 Control produced and 140 consumed.
The 100 Control produced is Mainframe and Database.
The 140 Control consumed is 4 Teleporters (25 Control each) and 8 Beacons (5 Control each). These are the only things in my base that use Control.
The little display on the Edit Base screen that show Energy and Control shows I am producing 100 Control, but consuming 140. It is flashing red.
Now, theoretically, since I am using more Control than I am producing, some things should not be working; yet all of my teleporters are working correctly. I tested each one twice (for each beacon) and was teleported to the appropriate zone.
What gives?
