It depends.
If you plan to do insane stuff without insps, it's very, very important.
If you don't mind using insps when needed or stick to "normal" PvE, you can be fine without GC.
it also depends on who you want to fight a lot too...if you want to fight Cimerorans a lot then it is very Important but if you want to fight lets say Freakshow then you will be find without GC.

Having said that though, I'd find GC more useful than Stealth. If I wanted to be stealthy for concept reasons, I'd slot a Celerity or Unbounded Leap +stealth IO in Sprint, and then use that when I want to sneak around.
