Nope, the in-game store requires a credit card.
You can, however, get a paypal credit/debit card that draws against your paypal account, IIRC.

So.. I bought the game via Steam, using Paypal.
I bought boosters and item packs using Paypal.
I've subscribed to the game, to be charged monthly, via Paypal..
But I need a credit card to buy a rename token? Is there some way around this, because it seems quite silly that you can literally do everything through Paypal, except something as small as change your characters name.
Hopefully I just missed some option somewhere, which someone will point out. Otherwise this really doesn't make a great deal of sense.
