Build Advice
Is there a reason you slotted heavily for Psi defense? I really doubt it's useful on a Blaster, and you would be better off focusing on other defense. Ranged is good if you're comfortable with darting in and out to use your melee attacks, it's the easiest of all positional or typed defenses to slot for.
The rule of thumb is that purple sets shouldn't be 6-slotted (with the big big exception of Coercive Persuasion) because the 6th slot bonus is usually psi or toxic resistance, which isn't of much use to a Blaster. You should drop the Damage: Superior piece in most of them and add a damage proc or frankenslot to round out the enhancement values.
Devastation shouldn't be 6-slotted, either. The 5th and 6th piece bonuses are useless. I suggest 4x Devastation 2x Thunderstrike for the recovery bonus, or use 5x Decimations (half the HP bonus and no damage bonus, but +6.25 recharge and has an endurance bonus), or use 6x Thunderstrike (+3.75 ranged defense).
You took Tough and Weave, and 6-slotted Numina's, but otherwise passed up a lot of opportunities to get defense bonuses. Slotted Weave on its own is only 5% defense, which isn't noticeable, and unless stacked with defense bonuses it's just an endurance hog.
If you're slotting mostly for survivability, then add more defense and try to softcap it (45% Range defense): Mako's 6-slotted will grant a range defense bonus, TP Foe and Recall 2-slotted with Blessing of the Zephyr grants another range defense bonus, 6-slotted Red Fortune in Weave is another range defense bonus, and you can also consider using Thunderstrike in your ST attacks too. Get a Steadfast Res/Def in Tough. (Also, frankenslot some EndRdx in Tough and Weave. My Blaster, who runs Hot Feet and Blazing Aura, has less endurance consumption than you.)
You should swap one of the EndMod IOs in Stamina for a Performance Shifter Chance for +End. Over time, it'll grant more endurance.

I'ver never worried about defense on this toon in the past, simply because she was generally not in a position to need it. 1v1 fights however are a very different kettle of fish.
Again, thanks for the advice...this blaster's snipe already gets called 'Blapper AS'...it'll be nice to have the rest of her on par.
That's actually not that great of a build for PvP.
Post issue 13 PvP is all about damage spam and pool powers. There's a number of things you can do to improve that build for PvP.
1. Dump fighting, take concealment and get stealth/invisibility and phase shift. Phase shift should be slotted for recharge heavily - it's your only way to avoid things now.
2. Go cold mastery. Take hibern00b. Use the other powers in the APP to slot LoTG recharges.
3. Go super speed and leaping pool for travel. Hover/fly is still laughably bad and one web grenade grounds you. I'm surprised more brutes just didn't buy the web grenade temp powers and get you into melee.
4. Devastation hold procs in your blasts. The way that the new PvP works is that any mez overcomes any kind of mez protection. Considering how fast your blasts can spam these mez procs, the opposition will be constantly mez debuffed. It's honestly considered cheap to slot these, but there's no arguing their effectiveness.
5. Teleport foe doesn't really work unless you're going to grief someone and use it to port someone into the geometry. Anyone ported is intangible so, no port and 1 shot kills. Dump it. Unless you're a griefer, it's useless.
6. Pool powers like air superiority and flurry does more damage than most of your blasts. Sad, but true. I still won't take them, but there's no arguing that they're more effective.
If you want a more general PvE toon, let me know, because the build can be improved for that fairly nicely. The fact that you can win with that build in PvP speaks volumes about the "quality" of current PvP implementation.
Sorry, I only just noticed that you were asking for PvP advice. You should ignore ignore everything I said for PvP, since I know nothing about it and the rules there are much different than in PvE.

I have fly as a travel power mainly for PvE--hadn't swapped it out yet in my PvP build (as an NRG blaster hover makes my team happy...keeps KB managable).
Flurry is good? I didn't think anybody ever took flurry...
Half my problem is that Mids' won't update for me; it's current for i13 but no later. Is it no longer being updated?
I should note this build was based on my (quite effective) PvE build, modified with an eye towards PvP. It's a mess, and a work in progress, so all the advice from everyone is very much appreciated.
I should note that hibernOOb needs to go. What a POS power. I'm sick of kicking *** but seeing that stupid ice shroud appear before I can also take the name.
The bloody thing should automatically shut off the second you've healed up. A crap power that causes more annoyances for me than any other...

This is the build for my main toon, Shaytanah, as it stands. I recently swapped out the medicine pool for fighting and the results seem good. Thought I'd check in with you all for tweaks; to see if you can improve on this!
I use her mainly for end game fun--pvp and TFs. I worked up her defense due to a lot of 1v1 and arena fights; she fares better against scraps and brutes and so forth now.
