Seeking advice on a regen/defense focused build
Any thoughts?
Here is my current fire/regeneration build. He is built for recharge > defense > regeneration.

While building for defense is good and all, it sucks horribly in pvp because of DR. Rule of thumb, everything is at about 40% power with DR, MIDs isnt showing it but thats not how much defense you will have in zone and a good luck wont help much.
The defense is at a level that it will improve your surviveability tremendously, but your not going to ever achieve soft cap with just setbonuses.
Only thing i can see wrong with your build is that your slots in IH are pathetic. IH is a life saver when you get ganked and when your dueling, slot it well, and love it forever

I'm no expert, but let's see...
I built my own regen scrapper for defense first and foremost... it's not really the best way to build a regen scrapper, Santorican is smart by building for recharge first then defense... but anyway, I tried very hard to squeeze out as much positional defense as I could manage, just to see what I could accomplish. I was less cautious about cost.
First, unless I'm mistaken your 12% psionic defense is pointless. It's not a lot anyway, but my understanding is that your positional defenses will trump that, so there's no point int building for it. So, for example, I don't have Scirrocco's Dervish 6-slotted, since 5 slots gets me the AoE defense that I want, and I can use the other slot somewhere else.
Second... am I reading right that you only have 5% global recharge? That's going to make the experts cry. ^_^ Even my build manages 20% recharge, and let me tell you from experience, it really isn't enough.
I can understand wanting to stuff the three heal uniques into Health, but six slotted health? I can't imagine that's the best way to do things.
For my own build, I five-slotted Dull Pain and Integration with Miracles for the AoE defense. I six-slotted Reconstruction with Numina's for the Ranged defense. Yeah, that means my unique is in reconstruction... bleah. I could have put that in Integration I suppose since it'a a toggle, but that would mean Reconstruction has less recharge... and I'm already fairly starved for recharge.
What you're doing is even more difficult than what I did... because at least I was katana so I could lean on Divine Avalanche for a lot of melee defense, and just concentrate on AoE or Ranged.
You should fit a Steadfast Protection +3% defense into your build, for certain. Those are really not so expensive these days, you can find a recipe for 1-3 million.
I'm not fond of 4-slotting with Kinetic Combat, since it gives so little accuracy. When I use it I like to pair it with 2 pieces of Pounding Slugfest for more accuracy, recharge, and a nice 8% regen bonus.
I'm not very fond of 6-slotting Weave with Red Fortune and 6-slotting Tough with Titanium Coating. I can see that you're going for 2.5% ranged and 2.5% melee defense there, but I just think there are better ways to get there. You're a regen scrapper, you should be putting more slots into your attacks and heals. ^_^
I'm also not fond of using so many slots in Punch. I realize you're just muling there, but it's a lot of slots to get that 2.5% melee defense, and if you've gone that far you might as well add the 6th slot for the 2.5% AoE as well.
If you had Hover instead of Air Superiority, you'd have 3 slots for another set of Zephyr. It adds a bit of defense when used in combat too. I realize that's totally a stylistic choice, but you asked for ways to squeeze in more defense.
But again, I'm no expert. ^_^ The experts will tell you to concentrate on recharge first.

Thank you all three for the careful and thoughtful analysis. I definitely learned some things, and I'm reworking my build altogether with your advice in mind. I've got like 15 different copies, all with slightly different configurations, and they all are improvements over my original draft. Again, I really can't thank you enough for spending so much time analyzing my build and putting down your thoughts. You have my eternal gratitude!
I've never needed IH when dueling, Reconstruction and Dull Pain do the job just nicely. Stalkers can't kill me and Brutes hate me.

Anyway just to add, I focused on Regen>Recharge>Recover>Defense and it suits me just fine, you are never going to get WP numbers with a regen but honestly should you? You whole stigma is Regen to heal faster than you are damaged, so of course defense works well in there, but you shouldn't be wasting slots (excuse me sparing) on something that you are not physically blessed with. With 2409 HP healing at 177 hp/sec you are not gonna find to much that you cannot handle, of course that is pve..pvp whole diff monster...but just some of my opinion in it..All numbers mind you can be obtained without one single purple...*ahem* IE me toon. I like a challenge.

I take it you haven't dueled a Pain Dom then? I rolled my spiner/regen against one (thugs) and even his fully spawned cronies couldn't really get past my perma DP and IH..and of course Mog and Recon in between IH's downtime..nonetheless...you wanna make sure you can sustain those blows from people when they decide to gank you 5 on 1...there isn't much out there that can put out enough dps to kill me and thats not being cocky, thats being smart with the way you use the heals on a regen...and San I wasn't coming at ya in a bad way, just dropping some insight.

Also nothing really can hurt you with that kind of regeneration but the downtime between godlike and a lesser being is where defense helps with that. You can easily get 20% to all positions while slotting for recharge.

Yep, I focused on it last tbh. I think mine is around 17% overall but some of my bonuses focus on Dam as well to kill kill kill..I have came to the conclusion though with all these new changes and etc that I am not going to fit my regen anymore than he already is. I been focusing on my WP build that is about 50% finished. He will by far surpass the regen in "tank"ability. But honestly its only on the long run. I can manage to handle groups with no real problems untill I burn all my heals and am forced to go with EotM or something like that...nonetheless...cheers.

I incorporated all your excellent advice into the following build. In terms of what I was trying to optimize -- regen and defense -- things turned out much better. I managed 35%/23%/19% melee/ranged/AoE defense (as opposed to previous 27%/21%/18%)... a huge gain in melee defense. Even with Hover off (I may never master the art of Hover) I come off with 33%/21%/17%. I also reached 707% regen, as opposed to previous 686%. Additionally, I have 22.5% +recharge, with Hasten to bring me up to 92.5% recharge. (As opposed to previously no bonus recharge).
What I've lost in this build is 1) Resilience (meaning a huge amount of stun resistance), and 2) AS (which I've found extremely useful for halting fleeing mobs, and for preventing at least one mob from unloading in the alpha).
What do you think?

Can anyone offer thoughts / comments / advice / criticism of the following build? Specifically, I'm wondering about the following:
- Can I squeeze out any more defense?
- How expensive is this build? (I avoided purples and anything I thought was going to be astronomically priced... but I don't know the prices of everything so well).
- How would this play out in PvP? I've got perception for the stalkers, but I don't know what other qualities are good for a PvP'er.
- Any suggestions for moving powers to maximize effectiveness when flashbacking?
- What other suggestions/enhancements would be good to consider?
I tried to maximize for regen and defense. Mid's says I got to 451% regen without Integration on, and 686% on. For defense, 27%/21%/18%/12% Melee/Ranged/AoE/Psionic with Maneuvers and Weave on (17%/12%/9%/3% with them off). So, if I pop a Good Luck, I'm at 52%/46%/43%/35%... even psionic is within spitting distance of the soft cap.
In terms of other bonuses, my rule of thumb was to pick recovery and hit points.
I'm pretty sure this build would be effective in PvE. It's got double enhanced perception for the stalkers in PvP, but I don't know what other qualities are good for PvP.
BTW, I know Revive sucks, but my character's name is "Mortal Phoenix" so I sort of need a power that lets me rise from the ashes. Don't worry... I won't let it go to waste... I plan on dying every once in a while just to make use of it (helps with the debt badges, too :-)
So, that said, please make like good scrappers and tear this apart:
