It has a change of activating when you shift into nova form and every 10 seconds while you're in it.
You probably shold ask this in the warshades/peacebringer forum.

2. Procs - just about every Warshade attack should take the Impeded Swiftness smashing damage proc. Other powers will take other damage procs based on type (melee, hold, ranged, knockback, etc.).
