For Villains, when you hit level 10, you get Dean John Yu in Cap as a contact. He'll start you through the villain IO tutorial. Read the details for information, insults, and insights into the "educational" system in the Rogue Isles. Those over level 10 can still do it, if they haven't done the tutorial already.
For Heroes, it's Admissions Officer Lenk in Steel Canyon.
