I don't think you're reading the entire article -- yes, you keep the set bonuses as long as your effective level is within 3 below the level of the set IOs (explained better in the wiki link than I can here).

I tested this out some time back on my main (before purples and name changes existed ) -- see the below screenies before walking into Siren's Call, and after.

Correct, purple sets don't care about availability or level of enhancement.
