I think the developers left an opening or option in the code to allow level pacts between more than two people, but they wanted to see how the feature would be (ab)used by the general population first.

Have there been any updates on the leveling pacts? I remember initially there was a lot of talk about expanding the pacts to more than just two players, but I haven't heard anything recently, but that might be because I wasn't looking for info at the time.
