New Mouse Not Scrolling

If your mouse comes with its own control panel, try setting the scroll wheel to the 'middle button' setting. I did that to make mine work ingame, and it scrolls fine on IE. Worth a try.

Tried looking all over for that option and I cant seem to find it in it's control panel.
Would that be the only way to get it to work?
I just got a new bluetooth mouse with my new laptop, and it doesnt seem to want to scroll to zoom in and out. It does in Internet Explorer. The laptop is running WIndows Vista Home Premium 64 bit.
The strange thing that I cant figure out is when I go into the menu, I dont even get the option to set it as the zoom feature.
