Ice/Dev..any good?
My only 50 is an ice/dev blaster. I made this character pre I1 (when it was taboo to melee) and when you could 6 slot damage and use TD to offset acc. Yes it can be fun albeit slow with trip mine and tp foe, that was my strategy for a long while. Not having BU kinda hurts the damage potential of Blizzard IMO. Cloaking Device and SS equals invisibility and thats cool but honestly though I'd go the /em route. In teams you will not be using mines that much if at all. Forget using time bomb. I haven't played this character since he hit 50 so long ago so I do not know about gun drone. I wished I rerolled him as /ice or /em and currently have a lvl 38 ici/ice which is way more fun to play. Caltrops is a great power to help avoid melee and the ice/dev is pretty safe solo wise. So yes it works but I found it rather boring as I mostly soloed his whole career. As many will point out boost range and power boost in /em help tremendously as an icer and having bonesmasher and total focus to whack a frozen boss around with must just rock. So I'd go /em but thats me and I didn't so what do I really know.

My first 50 is an Ice/Dev, it is very slow going but its a great challenge and lots of fun
I know that dev is not used often as it seems to be the type of power that takes time to develop. It also seems to be used less in regular battle than other secondaries which is why I am betting it is not used as often. I am curious if it really is useless or fun? I watched a video on youtube of an ar/dev who teleported mobs into his trip mine which looked fun. Anyway, I am not entirely sold on dev just yet and would swap it for /em if it would work better on teams/solo. Thoughts?

I tried an ice/dev blaster, but gave up on it about level 12 or 16. It just wasn't doing it for me. I already had an Ice/Ice that I liked better. I also liked Fire/Energy, Energy/Energy, Sonic/Energy, Electrical/Electrical and Psy/MM better.
For me, Ice/Dev was in the same boat as Fire/Fire.

I took /dev because I found I liked having stealth, and I like it better than pool power stealth, and for the extra to-hit. I like hover-blasting, hardly ever melee (usually only in melee range when I stealth+trip mine @ point-blank), so most of the other secondaries I would skip any melee powers if possible. I find it fun to have a choice of stealthing through missions or taking out all/some mobs if it's not required. As they say, YMMV.
