On your new characters go to badges>Veteran badges then claim the badges you want - such as the bonus powers you mention. A box will pop up giving you a choice for sands of mu or the ghost slaying axe for one, the black wand or the nemesis staff for another, etc.

if you look in your Vet badge section you will see all your Vet badges and also another box for each that offers that badge's rewards.
So under the Vet badge that qualifies you for your attack power you will see the box for you to claim them. If you select it you will then be asked which of the two (Sands or Axe) you wish to choose.
Same process for all the other stuff.

I have been away a long time and have a question regarding Vet powers. I have created several new toons but none of them have the Vet powers I recall such as the Sprint choice, Sands of Mu, Nemesis Staff, costume deals and free respecs. I have all of the reward badges but cannot locate the other goodies. Are they no longer being made available?
