Don't introduce me
We need two things for contacts directly related to this, Bill, as far as I can see.
First, as you say, we need to only be given contacts in our level range. Second, we need to be able to manually control Active/Inactive status. By that I mean that we need to be able to push contacts off our main contact list if/when we don't want to do their arcs and then bring them back later on if we decide to. I'm sure I'm not the only one who wishes for a cleaner contact list. Isn't that the reason for having it split between Active and Inactive?
A third thing I'd really like to see is to have the newspaper/radio contact moved to the freakin' detectives tab. Perfect-world, as far as that goes, would be able to select which of the two you wanted it on. If I'm doing contact missions I don't want that damn thing at the top of my list.

I've seen this with a few contacts. Croatoa, which you can finish in the early 30s, can lead to you being introduced to Cadao Kestrel. Cap level mayhems can introduce you to Ashley McKnight - the situation with the character I'm logged in as right now.
The problem is - she's not high enough (13, just dinged in the mayhem) to do Ashley Mcknight's missions. I've finished Croatoa several levels too early on other characters to do Cadao's arc. On the higher level characters, it's not *usually* too bad, I can immediately get other contacts most of the time (talk to older ones, finish other arcs.) For the low level - I'd much rather be running an arc right now.
Suggestion:
Either (1) don't have the contact show up unless you're able to run their missions, or (2) if you're too low, or even just in general, have a note about the minimum level you need to be for their missions so you can pick them early. Have the info right up front.
