Only a "Rescue Captive" not possible?
If you set the mission enemy group to "Empty" the captive's guards might also default to this. Try manually setting the surrounding enemy group under the Captive objective.
Also, what enemy group were you using? Some groups are borked. I15's release bugged the Family to not spawn at all in certain level ranges, I'm not sure if that got fixed, or if other enemy groups have similar bugs.

One way to fix this is to find the highest level range for the enemy group (Family has 45-50, I think), and force the minimum level for the mission to be the lower end of the group's level range.
