Willpower/Dark Melee Help
It'd help if you provided a bit more in terms of your requirements.
Would you like just a plain SO build? IOs? Are you looking to just solo, or would you like to be able to tank for teams as well?
Either way, WP/Dark should be a pretty strong combo. Dark can output some fairly nice damage with high recharge, and also adds quite a bit to your survivability.

This is a "traditional" WP/DM goal build, which is around 70% complete on the character I made it for. All of my builds show reasonable generic IO / SO slotting; I am very reluctant to move slots into a power I wouldn't give them to ordinarily just to chase set bonuses; no six slotted Taunt for me &c. This build focuses on +hit point and +regeneration bonuses (which is what I mean by "traditional").

By way of contrast, this WP/SS goal build is "non-traditional". Instead of chasing +HP and +regen, this build focuses on defense bonuses, which were recently buffed, and as such this build will be much more costly if built through the AH. This tanker is 47; several key sets are already in place, and the results have been very satisfactory so far. Dark Melee can pursue similar bonuses with exotic sets; fiddle with it.

If I wanted to take super jump over flying, would it be a good idea to take combat jumping for the extra defense or is it better to have the extra attack? I am currently using combat jumping and have 2 defense and 1 end red IO slotted. I have noticed that I usually have a couple seconds down time after a starting rotation. Typically I start with the slowest most damaging attack (I save my soul drain for the end).
I should probably give the nice people a bit more info. This is my first serious hero toon. So I'm going to be pretty broke. What would a budget build look like. Say normal IOs or inexpensive sets. Let's project that I will have about 3-400 million available to me at 50. Providing I get a couple good drops.
If you're taking Super Jump, do take Combat Jumping rather than Jump Kick. More defense is good. I always plan on Flight and Air Superiority, but mostly because Air Superiority has an excellent chance to incapacitate a mob briefly, which is much the same as more defense, but with added damage. A lot depends on your solo/team ratio. The more you solo, the better AirSup is; the more you team, CJ is the way to go.
All of the builds I posted are quite workable with regular SOs or IOs as well as the sets shown; I only posted the sets version because those were the ones I saved. I do not believe in slotting up stuff you wouldn't slot otherwise to grab set bonuses; all those builds are playable with just SOs. My DM/WP Brute guide does contain a few words about how to use some of the sets that are in less demand to get good set bonuses without spending a great deal for them.
