So, it's a leveling build, right? You haven't really done much to get set bonuses, which are where builds get really dangerous, and have focused primarily on frankenslotting, albeit very effective frankenslotting.

Now the following build I have been able to cap out on defense with out needing Weave at all!! but I don't know if I just gimped other stuff. I think I still want boxing with 6 slotting razzle dazzle and of course tough for the +3% def. But in totals with weave off I done it.

This build is a little more expensive though and will take more time to accrue.
I'd recommend slotting Follow Up with some accuracy. Especially considering you don't have a lot to hit or accuracy set bonuses. If you are going to take Weave I would recommend not slotting Boxing for bonuses. You can do better just going for some recovery bonuses and running Weave.
My build is a bit different but I have all the Claws attacks and soft capped defense. If I drop Air Sup and Fly and just take SJ I'm still 1 power pick away from getting Aid Self. Basically, I'd probably drop Shockwave if I really wanted the heal, and slot a healing set that'd give me 1.88% AoE def. That would look something like this.

I got bored so I made a Claws/SR build. Softcapped to all, maintains a respectable 25.9 hp/sec, should get roughly 160 dps single target and still have very respectable AoE capabilities (with Spin and Shockwave), can keep going for 450 seconds before needing to actually use Conserve Power (which has a 47.6% uptime with just a single slot), perma-Hasten, and very healthy exemp'd performance.

here is what I have been working toward. I am level 44 and have most of this done (well not the health slotting) Nice thing about buying level 50 IO recipes is they are so darn cheap compared to those while leveling. Have all my Doctored wounds and Posi's waiting, for example.
my question: Is there any way of working in Eviscerate? Not dropping quickness, Aid self or the AoE def.

I am seriously considering dropping shockwave for evis. I like shock for clearing the mobs away from me, allowing me good time to Aid Self, not sure if its all that.
