Ice/Fire Final IO Build Help
Whoa, complete overkill on the S/L defense; with EA in your pocket, I think anything above 45 or 50% is just pointless. In addition, using Mocking Beratement--a great choice for Taunt--is IMO a terrible choice for attacks since they won't have sufficient accuracy, endurance reduction or damage. I'd recommend Smashing Haymaker instead, plus a slot from another set for additional damage and accuracy. (That goes for the KC sets, too.) 3 or 4 slots of Eradication is a better choice than your current slotting for FSC and Icicles, since it'll get your E/NE def closer to the cap.
Taking Glacial Armor at 49(!) and single-slotting it is also a bad idea; definitely take it before 30. I'm also not a huge fan of Titanium Coating for resistance powers, it takes too many slots for too little return. Try 4 slots of Reactive Armor instead, and use the extra slots for Glacial Armor and to slot your attacks decently.
Hoarfrost should *not* be slotted for resistance, you want Recharge and Healing instead. Be sure to put a Steadfast +def in Hoarfrost, Tough or Permafrost--though keep in mind that most Ice tanks don't even take PF. I think Hibernate would be a much better choice.
Without re-doing your build I'm not sure how close using Smashing Haymaker and Reactive Armor will put you toward the S/L soft cap; as I mentioned before, if it's much above 45% I'd use sets with other bonuses--regen, damage and recharge are always nice to have.

A ton of good info there, I really appreciate the advice. You have no idea how much it helps (or maybe you do by looking at the build).. I'll post my build when I'm done reworking it to see if it needs anything else. Also, when i16 hits, I'll be switching my secondary. Not sure to what but, possibly /SS or /Elec.
Edit: I'm not sure if this is enough regen or not, but Ive tweaked and reordered the build.

Much, MUCH better! I think you'll see a big difference with your attacks fully slotted, and soft-capping your E/NE def will be a big help too. (By the way, the actual defense *cap* is over 200%, which is way too high for anybody to reach unless buffed out the wazoo. And since going over the soft-cap of 45% doesn't even get you anything except a cushion against def debuffs, most don't even try.)
A few tweaks:
I would change your Eradication slotting a little, currently it's low on damage and end reduction. Try using these Erad enhancements: Damage, Dam/Rchg, Acc/Dam/Rchg, and Acc/Dam/End/Rchg, with a Dam/End from another set. (A warning, though, the Erad quad is very hard to find and expensive, which is why I usually just go with 3 Erad for the E/NE bonus.)
The fifth slot in your armor toggles with the RF endurance IO is not needed. The only toggle that's really end intensive is Icicles, so if you want to slot extra end red, do it there. (Also there's really no point in using one single-type set IO; it doesn't do anything a common IO wouldn't.) I'd slot a Kismet +Acc in that spot in one of the shield toggles (or CJ) instead.
I don't know if SS at 49 is something you really want or a throwaway; personally, I'd get Build-Up or an epic attack instead.
Combat Jumping and Hibernate are over-slotted; I haven't gotten Hibernate yet on my Icer, but my understanding is that most Ice tanks now leave it single-slotted. Between those slots and the extra end red in your shields, you'll have some slots to play with--you could always try something fun like slotting procs in your attacks.
Lastly, since you've got more than enough S/L and E/NE def, it wouldn't hurt to try for some F/C def to help with fire damage. Consider slotting Aegis in Tough and 5-slotting Taunt with Mocking Beratement for another 6% F/C def. You'll never be able to soft-cap F/C def, but those two changes will get you up to 21% def, which should help a bit.

You single slot hibernate because the phase shift debuff is as long as the base recharge, a basic heal IO will make it more than good.
I switched up the slotting a bit, you had too many LoTG recharges and were over the cap. I put in a bit more regen and recharge, which will help a lot.

You have stupendous ammount of defense going on, considering the softcap is only 45% and more than that is (usually) overkill (at 45% the enemies have 5% chance to hit, at 50% they still have 5% chance to hit, at 60% the same). A few % is ok just as a buffer versus defense debuffing attacks (anything that uses a sword of shoots bullets debuffs defense as a rule, rad blasts as well though very few enemies do those).
Which is to say your 53% defense to S/L and 55% to negative/energy is in the immortal words of Keanu, 'Whoa'.
Still, it's a matter of taste, if that's what you want because you've noticed your defense crumbles in front of Cimeroreans and you wish to patch that then that's quite fine too.
A few things to note, Hibernate now has a debuff attached, once used it cannot be used again for 120 seconds (which is how long Hibernate recharges on its own), so no need to slot it for that.
I personally think it's a bit of a waste for you not to have picked an epic pool, but again it's a matter of taste. I'll put different slotting/power picks and decide what fits best for you.
The myriad of LotG Recharge are only there because it's a 'best as I can' build, they can be ignored easily.
I also left FoB in since you've already slotted it with purples and it's the only set that will take them outside of epics.

As for the build you posted, I went with the build he already had but adjusted it a bit, paring down the defense a bit. However, there are going to be times where you are not going to have a bunch of mobs to pull off of for EA, so being capped without it is not a bad idea. Plus, a lot of the overage just comes with going for other set bonuses.
On top of that, what I posted is cheaper, has no purple sets, is almost a match on def minus the f/c def, has 58% more regen, 83% more bonus damage a ton more bonus To Hit. I'm not saying the one I posted is perfect by any stretch, and yours is definitely decent, especially for alternative slotting, but some of your slotting choices just seemed odd to me. Specifically slotting the full Blessing of Zephyr sets in CJ and SJ, seemed almost superfluous.

I blame it on being late but it did came out all sorts of wrong, sorry.
Now, to the build. A single mob caught in EA will give defense softcap, more will be a buffer. The purple set belongs to him, I double checked his first post and he said that's what he had in the character at the time so it stayed, I would never give out a build with purples otherwise.
Ice has two holes, Fire and Psi. Can't do much about Psi, but Fire yes, ergo the Aegis slotted where I could, the full Performance set and the Zephyrs. 31% defense versus Fire isn't too shabby.
As for the rest it's mostly a question of taste, Regen on its own doesn't do enough IMO, it would take more stacking to make it truly noticable, the extra tohit is (most times) overkill (again IMO) and the extra damage... Damn, 83% more damage? I'm posting before going to work so I don't have the time to check the build, but my blaster who focused on set bonuses only had +30% damage, 83% seems a bit insane o_o
Anyway, what I meant to say in my previous post and the missing word made it look bad, it's more an idea for different slotting. When I throw a build at someone it's just that, they can get a few ideas and then put together what pleases them the most.
In a ideal world he manages to merge both builds and keep the Fire defense as well as your extra tohit/regen/damage ^^
Yes, it's a matter of taste, and it could also be a matter of cost. While the OP hasn't shied away from expensive choices so far, I think it's fair to warn him that those BotZ -KB recipes alone are currently running 50 million or so.
Personally, I don't think another 10% of fire defense is worth that kind of influence layout, but it's the OPs call.

Truthfuly, I don't find 50 mill to be that much. I would more quickly slot that and get more defense than the LotGs for more recharge.
But when I see someone with a purple set in their build I don't really feel the person is poor/stranger to making cash to slot up.
I still feel it's best to lay the options down. If the person becomes aware there is a hole they can patch it's best than to not know the option exists. Once knowing there is a choice the person can decide on which path to follow.
Only the OP knows what use he gives to his tank and if he wants to round his defenses or fight +4, in either case he now has opinions on how to slot for both.

Yeah, I see the value in having the extra fire def, but I just never really had problems with it to where I am going to hunt for it over anything else.
I don't know if he actually has the purple sets, he may have just slotted them because they were the best available to the slot, and they had the bonuses he liked. I used to be VERY guilty of setting up builds like that. Now I try to leave purples out of them.
50 mil isn't THAT much, but it is a lot still. especially when the slots are only for the bonus. I cringed when I had to spend more than 20 mil on any of my IOs on my DA tank. Rounding out my Kinetic Combats has been painful. Thought I was going to have a stroke when I bought my numina's unique, thankfully I got lucky on the miracle one which was a drop.
And yeah, it definitely comes down to personal preference, I like hasten, attacking faster means they die faster, and that is the only mitigation you get with /Fire. Faster recharge is the only way to increase that mitigation. I do like to find some synergy between my sets now to build on mitigation strengths between both sets, but some combos are just neat, and I think Ice/Fire is one of em. Being Ice/ does help some, but I still think getting that recharge up and getting em dead faster is a priority.

Well, Ive had this Tanker for as long as Ive played and I'm trying to get to the "best of the best" build, but since there isn't such a thing I'm wondering what other Ice/ Tanks out there have that I don't, because Ive got some major gaps going on. I can just feel it. Other than Glacial Armor that is, because I know it needs to be re-slotted. I'm just all over the place trying to figure it all out.
