I just got the daytime job for the hospital buff for not even being offline for like 1 min

and each time i die i get 10k more patrol!?!?!

Yes. The moment you log off in a specified location, the corresponding power begins charging. You'll likely only have that power for a couple of seconds with only being off for a minute.
