As for the why wp at all part. Wp has +perction. Is easy to cap hp on. It has built in repel protection. Its easier to skip fitness on if you choose to. It has a nice self heal.
Most stalkers aren't really relying on defense or resistance. It comes down to stealth,movement and escapabilty. If you have a self heal and phase the diffrence really isn't that great in sets except what you can slot the powers in and how much kb protection it has.
The only secondaries I see that truly lag behind are da and elec and even they can be used in zones effectively.

From my personal playing, people choose /wp because it requires the least time of all secondaries to reach an "Optimal" pvp level. WP gives you the advantage of not really having to get accolades, gives you more protection etc.
My personal favorite set is /nin, the build i run does decently well in zones but, its more of a time sink. I am at capped HP, but i had to get the accolades. I prefer /nin over everything becuase its the secondary that can let u AS through burn patches, caltrops etc, i wont say how, figure it out :P

So I shouldn't say you use blinding powder alot in those situations?
