Again, it's about balance. The capacity to focus fire increases power. If they were controllable like MM pets, they would have to be significantly decreased in power to compensate.

This? Hmm.... With the exception of Illusion and Fire, Controllers/Dominators typically get ONE pet. Masterminds get six. All of whom do damage.
Now, while I can see comparing a Controller pet to a T1 MM pet, I don't see how you could suggest that the power level of these pets justify their lack of err...direction. Usually, each of the MMs pets have as many or more powers than the control set pets. Masterminds, like controllers, have buff/debuff as a secondary and can increase the base damage/to-hit of their pets with their inherent Supremacy. Many of the MM T2 pets have defender like buffs/debuffs. Others have significant powers from other ATs, like criticals, Fury, etc. Finally, some MM pets are controllers in their own right.
IMO, both Controllers and Masterminds are overpowered. There's no justification for having control of pets limited to MMs other than the devs wanted to keep the ATs "unique". Dominators probably could have control of their pets and still not be up to the level of either AT. And I'm still waiting for someone to tell me why the AT cares if its 'unique' or not.
