I'm not sure if those procs carry over properly to "damage pets" like those created in lightning rod, chain induction, and shield charge. Have you tried them in any other attack with taunt effect?
If you continue using those IOs in the "pet damage" type powers and they still cease to give you any results, I'd PM castle or someone to see what's up, and if it's a known bug.

Thought I'd try this out in a couple powers since it was failrly cheap. Is this IO working atm? I can 't seem to see any extra damage being done while slotted in Lightning Rod or Shield Charge? The powers state "taunt" is usable. Looked at the "combat" log chat and didn't see nothing but, "X power was activated". Thanks.
