MA/Reg Build - Pass I (Powers)
A couple of things;
1) Get your travel power a lot earlier. Before 30 would be best.
2) Postpone fitness. You shouldn't need stamina at 20 because you have Quick Recovery which is not only better than Stamina, but also comes earlier.
3) Definitely get Focus Chi. It is very, very useful for spiking up your damage.
Other than that the power choices look fine. Usually I would skip the attacks in Scrapper epics (and most of my Scrappers skip the epics altogether...), but I think it's a good idea to get an additional AoE for MA because it is very light in that section.

I'd replace Focused Accuracy with Tactics.
Tactics provides 7% tohit (at base) and Focused Accuracy provides 5% tohit (at base).

Either way, the endurance issue shouldn't really matter anyway. It's */regen for god's sake. You've got QR, Stamina, and MoG with a tiny amount of non-attack end drain. You can easily afford to burn a bit of that extra endurance on a power that's less end efficient than it has any right to be.
As to slotting, here's my recommendations:
IH, Recon, and Dull Pain get 5 piece Doctored Wounds (all but Heal/End). QR gets the Perf Shifter proc, Perf Shifter EndMod, and a level 50 common EndMod. Integration either gets 5 piece Doctored Wounds (all but end/rech) or 3 piece Numina (proc, Heal, Heal/End). Fast Healing gets either the Miracle or Regen Tissue proc. Revive gets ignored. Resilience gets the 3% +def procs. MoG gets LotG +rech, LotG def/rech, and 2 level 50 common rech IOs.
For your attacks, Storm Kick gets 5 piece Hecatomb (all but Dam), and, depending on how much +rech you're managing, a level 50 common rech IO. Crane Kick and CAK get 6 piece Touch of Death. Dragon's Tail gets 6 piece Obliteration. BU gets 3 rech IOs.
For everything else, Stamina gets the same slotting as QR except that it gets all of it's slots only after QR is finished. Anything that can take an LotG +rech gets one. All transport powers get 3 piece BotZ. FA gets 6 piece Gaussian's.

You don't need the APP if you don't want them. I originally had the Weaponry pool on my build some time ago, but then I respecc'ed it out. Though I sometimes miss the extra ranged and AoE capabilities, that hasn't really slowed down my MA/Regen.
If you are looking for another power, consider getting Combat Jumping. That will help with your vertical movement, plus it can also be a mule for some nice Defense IOs, like Kismet's +6% ToHit and Luck of the Gambler's +7.5% Global Recharge.
Get your travel powers sooner if you are bothering to get it in the first place. Holding off until level 50 seems to defeat the purpose when you consider the the longevity of the character while leveling.
Also get Focus Chi, preferably before Level 28.
Only get Cobra Strike if you know what to do with it. Otherwise, you can lose it in the later levels, or just use it as a IO set holder.
Because /Regen gets Quick Recovery early in its build, that gives you more flexibility than other sets. You don't even have to bother getting the Fitness pool, and if you do, you can delay it until your 40's.
For your overall build, focus on global recharge if you decide to get IO sets. That helps your both your primary and secondary.
Sorry if it was unclear from my post that I am 41. Several bits of advice here refer to leveling, or were you guys meaning for exemping?
I thought people when they respecced at 50, always put their travel power, or such in the 49 slot due to not having the ability to slot it much.
I was thinking of slogging through 41-50 slow style so I would not have to respec fundamentally again -- but maybe I am missing something. If anyone has any ideas for reordering these things in a way to get SJ in sooner optimally, I would appreciate it, but I am afraid of goofing with the slotting.
I rejiggered things to get this based on the advice in here and my concepts and my experiences in game the last few days. I did not take from leadership, because that would push me to 5 pools, and FA fits my concepts, and I can afford the end.
If this seems ok, I am going to go on to start figuring out the slotting and the sets in mids.

However there is a very easy way to fit Super Jump in your build at level 14: delay fitness.
You've already got Quick Recovery, and */regen is generally pretty light on the blue bar. Stamina isn't even needed until/unless you take Focused Accuracy in my opinion. Wait to start taking the Fitness pool until your 30s-40s and just make sure to fit it in somewhere. In general, I make it the level 44 power pick so that it's available any time I have FA (which is generally the 41) but isn't there when I exemp lower.
Correct, we are thinking of exemplaring conditions. If you are only getting your travel powers at levels 47 and 49, then why bother getting them in the first place? You went through most of the game without them so why even bother?
On the other hand, getting your travel powers by level 14 allows you to exemplar to any TF level and still be able to move at a decent speed. That's a big benefit when TFs are the best ways to get merits.
You can delay Stamina and the Fitness pool much later. I got it in the level 40's where I have all the toggles I will need. I suggest getting it right before Focused Accuracy, so you have the Recovery to be able to handle it.
I'm not sure if the OP mentioned that they were going to go for invention sets so I'm going to stick with the idea that they're going with common inventions.
I'd focus on getting some defense on your character, taking fighting, manuevers, and combat jumping will help out with some defense.
There isn't much you can do for recharge with common enhancements so that is out of the question.

Dark/Shield Build Thread
Hello.
For the first char ever, I am lookin to push my MA/Reg to 50, so I feel like I need to bang out how I am goign to run, and actually start to get some 40+ I/O's.
I am having trouble deciding on what all the powers should be, and I think I would like to get those fleshed out before I think about slotting and tryin to get sets hammerd out.
I am just generally not excited about the APP's, but I dont see something from another pool that would be a better choice, leadership maybe? Teleport Foe would really help my idea of being an emergency offtank on runners that go for softies.
Does anyone not go 3 powers from APP and have success? I really don't want to ever use LBE for concept, but I could (grudingly) make ET fit for the awesomeness. I hate to have any power that is just there wasted, but I have no play style desire for LBE, and really only with some shoehorning would use ET at all.
If I run with the tradional 3 APP, I am looking at the below powers. If I can find away out of the APP, I would have to rejigger those 3.
As to the below build, after APP, the only thing I am uncomfortable with about this approach is lack of vertical movement, not knowing if I am losing too much DPS from skipping Focus Chi, or if its worth the occasional boss pop of Cobra Strike.
Any thoughts on this general approach?
