Commonly referred to as rubberbanding.
If it takes much longer than that you'll get a Mapserver disconnect error - sometimes it will recover but it can result in you being dropped to the desktop.
Usually its down to a poor network connection between your ISP and the servers - the link responsible appears to be somewhere in France.
It is however possible it could be a poor connection locally which can be more common with wireless networking.

Still the faulty Level3 connection me thinks. Dispite the servers being in Germany, there are alot of people having even lesser lag on the US servers (both CoH as GW).

Hm nah I had rubberbanding before on my old computer, this doesnt feel anything like it. The game freezes, completely, for 2 seconds, not even the mouse pointer moves. Than it lets me move again and after another 1-2 sec I rubberband back to the 'freeze' spot. Then its ok until it happens again.
Well, when I think about it, it started when I upgraded my computer (basically bought all new everything) so might be related to some configuration or driver problem perhaps?
Firstly, update your gfx drivers, there are some issues with the latest Nvidia drivers, already posted in a thread on this section somewhere I believe.
If that doesn't work i'd suggest running other games, and see if the problem persists. If it doesn't you know it's CoH specific and unlikely to be any major hardware issue. However, if you try another game and the same is happening, it's probably a hardware issue. PSU or GFX Card are the likely options.
What graphics card do you have?
Also, if you've recently upgraded and used the same PSU, it might not be providing enough power to the gfx card, what wattage is your PSU?

I've had this since I remember, but I just got around to trying to solve it now.
Sometimes when I play, the whole game freezes for 1-2 seconds, then continues. If I am moving fast (using fly for example) I warp back to the spot where I froze but then everything works fine. This sometimes happens once a night, but sometimes it happens 20 times per mission.
My gfx card works perfect in other games and isnt overheating. Also my frame rate is very high overall, its just these odd irregular freezes. Anyone heard about this before?
