That would most likely involve most of the changes needed for a serverless environment so I can't see this happening unless they go all the way. The idea is not bad, but it would most likely be a major undertaking for the devs. For now, there's the test server for cross-server interaction
(yes, I know That Other Game does something similar to this with battlegrounds and arena)

To increase the Arena challenges could unify the platform on all servers.
I like to challenge people out of union server.
