Few things from looking at that:
Taking three power pools is absolutely fine. You'll need fitness, and if flight is your travel power, taking at least hasten from the speed pool makes sense. (Although on the subject of flight as a travel power, it is worth bearing in mind that you can't place Ice Patch while in flight, and it is a very handy power at times.)
Regarding Rain of Fire: You can slot accuracy enhancements in it, but it isn't needed. The base accuracy on Rain of Fire is 150% (compared to 75% on most of your other attacks), so I'd just slot it for damage, recharge and endurance reduction.
In all your attacks I would generally advise slotting accuracy before slotting damage, as a power does no damage at all if it misses. As a very general rule of thumb at lower level I would normally slot two accuracy in a single target attack, and one in an AOE attack. I would also generally slot some endurance reduction in the AOE attacks.
Chillblain is an immobilise first and foremost, and given the low damage for the endurance cost, is not worth slotting for damage with the fire primary. All I would slot in it is one or two accuracy enhancements, and at higher level the only time I would ever use it would be for it's -fly capability. It's not a power that sees a lot of use generally and I personally wouldn't have put any extra slots in it at all at that sort of level.
If you're taking Flight as your travel power, it's advisable to take Swift, rather than Hurdle, from the Fitness pool. Swift can be slotted with flight speed enhancements and will enhance your speed while hovering and flying.
This is a quick build up to level 20, which is roughly what I'd go for. Moving on from there I'd be looking at six slotting all the AOEs, taking some of the goodies from the secondary, particularly Shiver which is brilliant on a fire blaster, and then slotting up single target attacks (Fire Blast, Blaze, Ice Sword). I'd also definitely get build up in there as the next power (actually, I'd probably have taken it before 20, but I've kept your power choices barring switching Hurdle to Swift in the Fitness Pool). At higher level you can get some pretty decent and dirt cheap blaster builds using sets too. Enjoy.

Rain of fire wouldnt let me choose acuracy in the hero builder for some reason so its left empty, it is slotted with acuracy ingame.
