Soulbound Allegiance in Illusion Control

Does Soulbound Allegiance worth slotting into Illusion Control? If so, which pet will benefit it the most?

Phantasm i use it in, in phantom army you want some form of max recharge to get them out as often as possible while spectral terror is usually used for set bonuses.
